To Messrs. Macleod,
The undersigned having been requested to examine Mr. Quin, Superintendent of Police,
Meantime Thane, I beg to state that I have this day carefully examined Mr. Quin, Superintendent of Police.
The officer has served upwards of twenty-six years in tropical climates, West and East;
During the spring of 1867, whilst in Hong Kong, he had dengue fever, followed by great prostration and debility. He had sustained a fracture of the left fore-arm; and since his return home, the neck of the left thigh bone has been fractured, causing shortening of that limb. I consider that Mr. Quin, through severe tropical service, and the injuries he have received, is incapacitated for further service in Hong Kong.
